FY10 Vision Fund Awards

Program Description

Proposals should describe projects and how they will specifically address CMU 2010 priorities, strategies and Key Performance Indicators (KPIs). These should be major collaborative projects that will have significant impact on the achievement of the vision.

Types of Projects

Projects must assist the university in accomplishing at least one priority. Units or groups from any area of campus may submit proposals. CMU 2010 funding is not intended to supplant existing budget allocations nor to fund small projects that can be handled at the unit level.  Base budget requests and/or projects under $25,000 will ordinarily not be considered.

Specific Stipulations

Have been identified for projects that fall under each of the five priorities.  These stipulations are based on the immediate strategic directions desired and the Key Performance Indicators for that priority.

Eligibility

Proposals are encouraged from existing units and programs, as well as from ad hoc groups convening to accomplish the proposed project.  All groups must be led by a CMU employee.

Application Process

Full proposals are due Friday, October 17, 2008.  Proposals should be submitted electronically as an attachment to your senior officer or the dean of your college, and to CMU2010@cmich.edu. Your dean or senior officer will rate your proposal, and Academic Affairs personnel will log the files you electronically submit until that rating is received. Please direct questions about this process to Carole Richardson in Academic Affairs. 

Guidelines for Electronic Submission:

1. Send files in MS Word, MS Excel and/or Adobe pdf format.

2. To ensure that we keep all related files together, please use the following naming conventions when you email your attachments:

a.       For the cover sheet – YourLastName-PriorityX-CoverSheet.xxx

b.       For the narrative – YourLastName-PriorityX-Proposal.xxx

c.       For the budget – YourLastName-PriorityX-Budget.xxx

d.       For the CV – YourLastName-PriorityX-CV.xxx

e.       For the appendices (one file) – YourLastName-PriorityX-Appendix.xxx

Review and Selection Process

All proposals will be reviewed by the relevant Priority Committee. A ranked list of proposals submitted will go from the Priority Committee to the Institutional Strategic Planning Committee (ISPC) at the beginning of November. Decisions of the president will be announced in February 2009.

Selection Criteria

1)  Link and Impact: The proposed project is clearly linked to at least one CMU 2010 priority and KPI. The project is collaborative and its impact extends well beyond one individual or one unit within the university. The proposal should provide specific information about how the project will facilitate the institutional transformation embodied in CMU’s mission and vision statements.

2)  Outcomes Anticipated: The proposal identifies outcomes that are clear and measurable, and outlines plans for accomplishing them. The personnel involved in the project have the skills and experience necessary to accomplish the outcomes.

3)  Evaluation Plan and Milestones Described: An evaluation plan is established which includes clear milestones, plans for tracking them throughout the project, and a realistic time frame.

4)  Sustainability: The proposal provides evidence that the project is sustainable beyond CMU 2010 funding. Evidence could include commitment from major budget managers to fund the project in future years.

5)  Budget: The proposed project is cost effective. Evidence is presented that funding for the project is not intended to supplant existing budget allocations.

Proposal Outline

  2. Narrative (maximum five pages)

a.       Project description – detailed overview of project and its relationship to CMU 2010; include evidence indicating that project is sustainable beyond CMU 2010 allocation; if similar projects are underway, provide evidence that they have been successful and that the funding request is not duplicating current expenditures.

b.      Outcomes anticipated - specific outcomes described with plan for achieving them.

c.       Evaluation of effectiveness – an evaluation plan is established which includes clear milestones, plans for tracking them throughout the project, and a realistic time frame.

  2. Short vita for faculty from the Faculty Information Database; brief resumes or descriptions summarizing relevant experience and outcomes for staff

Appendices - The page limit references the narrative only. Appendices are encouraged, as appropriate, to document the willing involvement of persons and institutions as outlined in the narrative.

 

Priority Stipulations

Each Priority Committee has identified the types of proposals it is seeking and these are identified below.  Questions regarding proposals may be addressed to the chairs of the Priority Committee or the Institutional Strategic Planning Committee.

The following kinds of proposals are being sought:

Priority I

The Priority I committee invites proposals relevant to all the existing strategies.

Priority II

The Priority Committee for Diversity and Global Perspectives welcomes all applicable proposals submitted that further the three strategies under this priority, but it is especially interested in the following:

  • Creation of programs that include intergroup dialogue courses.
  • Recruitment/retention of diverse faculty (e.g. funding for AFSC, Multicultural Leadership Fellowships/Scholars).
  • Integration of international education into the curriculum (e.g. development of new courses/programs with a focus on international studies; student involvement in international research and internships; creating an infrastructure for the development and delivery of international studies across campus)
  • Creation of a fund and support of the structure for the development/revision of courses with diversity content.

Priority III

The Priority III committee invites proposals relevant to all the existing strategies. Given the amount of Vision Funds remaining, there will not be a call for major research proposals.  Smaller proposals, addressing strategy one, are still welcomed.

Priority IV

The Public Service committee will consider all applicable proposals submitted, but it is especially interested in projects/programs in the following focused areas:

  • Public service activities by faculty and staff that are performed at the national level.
  • The Bringing Life to Scholarship program and expansion of that capability to other colleges.
  • The Volunteer Center
  • CMU’s Public Broadcasting System
  • Academic and cultural events open to the public
  • The Sexual Aggression Peer Advocates program
  • Outreach to the Saginaw Chippewa Indian Tribe

Priority V

The Culture of Integrity committee invites proposals for FY10 that relate to any aspect of its charge, but will give special consideration to proposals that....

  • Support projects designed to provide a campus-wide solution to track and document policy compliance
  • Support projects designed to promote and/or raise awareness of the importance of academic, research, or professional integrity at any level (student, faculty, staff, administration)
  • Support projects designed to promote or measure the fiscal integrity of the institution

Award Expectations

Following the decision of the President, you will be notified by letter of the status of your proposal. Should your proposal be funded, you will be asked to indicate with your signature your acceptance of the award. In addition, you will also be required to submit the Outcomes Evaluation Worksheet which details your projected timeline, significant milestones, and outcomes. It may prove valuable for you to review this document prior to submission of your proposal. At the end of each year of funding, you will be expected to submit a CMU 2010 Annual Report, and upon completion of your project, you must submit a CMU 2010 Final Report.
